maybe bring another dog to your house and have your dog and the other dog play outside in the back yard to know each other do this with many different dogs maybe. take her for walks where there are other dogs and just hold the leash so the dog doesn’t start attacking other dogs like ignoring them maybe that will help. Just have ur dogs play with each other often. if she plays with other dogs often she might not be afraid anymore.

Try letting her play with puppies her size or smaller to start out with. then once she gets more comfortable let her be around bigger dogs too.
